Counseling - General Rules

3. Purpose for the proposed rules and background:

The Counseling – General Rules pertain to education, limited licensure, licensure, licensure by

endorsement, license renewal, and supervisor training requirements for counselors.

Amendment of the rules will take place to supply revisions on definitions, accreditation standards,

education, human trafficking training, limited licensure requirements, examination, licensure

requirements, licensure by endorsement, license renewal, and supervisor training requirements.

4. Summary of proposed rules:

The proposed rules clarify definitions and the meaning of terms used in the rules; update higher

institution educational program accreditation standards; update CACREP accreditation standards;

clarify the educational training program requirements for applicants who are graduates of both

CACREP and non-CACREP accredited programs; provide a date of promulgation for the human

trafficking rule; add the National Clinical Mental Health Counseling Examination (NCMHCE) as an

approved examination for licensure; clarify the requirements for attainment of supervised experience

as it relates to experience gained in the immediate physical presence of the supervisor; establish a rule

for renewal of licenses; and update requirements for supplying counseling supervision.
