The Department of Treasury will hold a public hearing to receive public comments on proposed changes
to the Horse Racing General Rules rule set.
The rules are designed to promote a safe, responsible, fair, and legal system of horse racing, pari-mutuel
wagering, and simulcasting in this State. The changes are being made to increase safety, create the
least burdensome alternative for those required to comply, and provide process clarifications and
improvements for consistency with industry practices. The rules also include provisions for third-party
facilitators (TPF). These rules include term definitions, licensing provisions, account operations, and
penalties for failing to comply, providing false information, or posing a threat to the integrity of racing.
These rules are promulgated under ยง 7(1) of Horse Racing Law of 1995, as amended, which states the
racing commissioner may promulgate rules pursuant to the administrative procedures act of 1969 for
conducting horse racing, pari-mutuel wagering on horse racing results, and simulcasting. MCL 431.307
(1). These rules become effective immediately upon filing with the Secretary of State These rules will
take effect Immediately after filing with the Secretary of State. The rules are published on the Michigan

12/16/2020 at 05:00PM.
The public hearing will be conducted in compliance with the 1990 Americans with Disabilities Act, in
