Good morning:
This is a public hearing on proposed administrative rules entitled Surplus Lines Insurance Fees. This
hearing is being conducted pursuant to the provisions of the Michigan Administrative Procedures Act
and on behalf of the Department of Insurance and Financial Services, the Office of Appeals, Legal
Research, and Market Regulation. My name is Catherine Hart, I’m an Administrative Law Specialist with
the Department.
This Hearing is being called to order at 10:41 a.m. on March 7, 2024, at the Ottawa Building in Lansing,
Michigan. The notice of this hearing was published in three newspapers of general circulation, as well as,
in the Michigan Register, Issue Number 3, which was published on March 1, 2024.
If you wish to speak, please make sure you have signed in and indicated your willingness to speak. We
will call on speakers in the order in which the names are listed on the sign-in sheets. We will not be
responding to any questions or comments. If you come forward to speak, please identify yourself with
your name, the organization you represent, and both your mailing and email addresses, so this
information may be transcribed for the hearing report. If you have additional comments to submit in
writing, you may leave them with us, or submit them to the Department of Insurance and Financial
Services no later than 5:00 p.m. EST today, March 7, 2024.
