·8· ·administration of rules entitled "Rehabilitation Code - Rule  
·9· ·Set 2022-58 LR."· We are conducting this hearing under the  
10· ·authority of the Administration Procedure Act, Public Act  
11· ·306 1969, and on behalf of the Department of Licensing and  
12· ·Regulatory Affairs, Bureau of Construction Codes.

18· ·K-e-r-r-y, S-u-t-t-o-n, and I am with the American Concrete  
19· ·Institute.· The American Concrete Institute is an  
20· ·international institute which develops codes and standards  
21· ·related to concrete construction and we are located here in  
22· ·the great state of Michigan in the city of Farmington Hills.

25· ·the proposal that was submitted on behalf of ACI, our

·1· ·Michigan chapter, and our supporters in the concrete  
·2· ·industry here in the state of Michigan.· The proposal is for  
·3· ·adding an amendment to the Michigan Rehabilitation Code in  
·4· ·section 405.1· So the section would be 405.1.1, structural  
·5· ·concrete repairs.· Repairs of structural concrete shall be  
·6· ·permitted to comply with ACI 562.  
·7· · · · · · ·So ACI 562 is the code requirement for assessment,  
·8· ·repair, and rehabilitation of existing concrete structures.  
·9· ·And this code establishes minimum requirements for  
10· ·evaluation, design, construction, repair, and rehabilitation  
11· ·of concrete structural elements in buildings for various  
12· ·levels of desired performance.· So it is intended -- this  
13· ·proposal's intended as a modification where the code is  
14· ·based on the 2021 edition of the International Existing  
15· ·Building Code.  
16· · · · · · ·So today in addition to approving –- I'd just like  
17· ·to –- to bring forward that in addition to -- for this code  
18· ·to improve life safety, the requirements in the code define  
19· ·clear objectives and anticipated performance for the code  
20· ·official, owner, designer, contractor, and installer of  
21· ·concrete repairs.· The proposed language is permissive.  
22· · · · · · ·This addition to the Michigan Rehabilitation Code  
23· ·is especially important as it includes reference to standard  
24· ·specifications for materials used for repairing concrete  
25· ·elements that are not currently addressed in the Michigan

·1· ·Rehabilitation Code or the Michigan Building Code.· So  
·2· ·additional things like durability of repairs, and scoping  
·3· ·and performance of repairs are included in this ACI 562  
·4· ·code.  
·5· · · · · · ·So the code has been directly referenced in many  
·6· ·other states, in Florida, Hawaii, Ohio, North Carolina,  
·7· ·South Carolina, Virginia, and most recently Washington State  
·8· ·and the state of Massachusetts.· Finding the benefit of  
·9· ·having this code is a minimum standard for concrete repair.  
10· ·We hope this will be considered here in Michigan.· Thank  
11· ·you.
