Licensing and Regulatory Affairs, and I'll be conducting  
the hearing today.

This is a public hearing on the proposed  
administrative rules titled "Architects - General Rules,  
Osteopathic Medicine and Surgery - General Rules,  
Professional Surveyors - General Rules, and Real Estate  
Appraisers - General Rules". We are conducting this  
hearing under the authority of the Administrative  
Procedures Act, Public Act 306 of 1969, on behalf of the  
Department of Licensing and Regulatory Affairs, Bureau of  
Professional Licensing.  
We are calling this hearing to order at  
9:00 a.m. on June 4, 2024, in UL-5 at 611 West Ottawa  
Street, Lansing, Michigan. Publication of the notice of  
public hearing for Architects - General Rules,  
Osteopathic Medicine and Surgery - General Rules, and  
Professional Surveyors - General Rules was in three

newspapers of general circulation, including the Flint  
Journal on April 30, 2024, the Grand Rapids Press on

We are here today to receive your  
comments on the proposed rules. If you wish to speak,  
please make sure you have signed in and said that you  
wish to speak. You may use the cards supplied for this  
purpose. I will organize the cards by rule set so that  
the comments for that profession are in a group together  
in the transcript. If you would like to testify and have

Academy of Family Physicians. On behalf of the Michigan  
Academy and the American Academy of Family Physicians, I  
want to thank you for the opportunity to address a major  
concern we have about the ongoing changes to CME  
accreditation in Michigan.

We do represent several members who have

cross-specialties as well as osteopathic members within  
our organization, so I am here to underline the

importance of ensuring that Michigan physicians can  
fulfill their CME requirements through their member  
organizations as they historically have been doing. The  
American Academy of Family Physicians is concerned about  
the language in the draft rules that would negatively  
affect roughly 2,700 family physicians in Michigan that  
have historically used AAFP-prescribed credit to remain  
licensed. Specifically, an interpretation of the  
requirements that excludes the American Academy of Family  
Physicians does a disservice to the members of these  
organizations that have worked to ensure that the  
continuing medical education received is up to legal  
standards. We ask that you reinstate your acceptance of  
CME secured from AAFP as it will ensure that Michigan  
physicians continue to receive access to the thousands of  
important educational activities beyond those offered by

the American Osteopathic Association and the

Accreditation Council for Continuing Medical Education.  
Importantly, all the CME credit systems

regularly collaborate to harmonize requirements and  
require all parties to adhere to the ACCME Standards for  
Integrity and Independence in Accredited Continuing  
Education. The AAFP has certified individual CME  
activities since 1948. AAFP CME credits focus on a --  
focuses on a review of CME at the activity level. The  
AAFP credit system's review ensures that, the relevant  
[sic] of content to a family physician audience and  
validates an activity's scientific integrity and  
soundness. We believe that continuing to allow for AAFP  
to be a valid CME provider will ensure consistency and  
continuity of access for Michigan's osteopathic  
physicians.

I appreciate you taking the time to hear
