to review Petitioner’s practice with a particular focus on opiate prescribing; quarterly physician  
reviewer reports; and quarterly MAPS review.

Chair Report  
Gilmer reminded the board of the draft recommendations from the Federation of State Medical  
Boards (FSMB). She encouraged all members to review and provide feedback by December 5,  
2024.  
Gilmer discussed MedPage Today’s, a public citizen report showing state medical boards are  
too lenient on doctors. However, she was happy to announce that the Michigan Board of  
Medicine is considered the number one board in the country for disciplinary actions. Chafty

added that in the Public Citizen, from 2019-2021, every state medical board was reviewed, and  
Michigan was ranked number one in terms of discipline.  
Hamed traveled to Dallas to be a part of a state panel advisory committee. He shared that the  
committee realized the burden it placed on medical students to rush and take step two when  
step one was made a pass/fail test. The committee is looking to integrate clinical components  
into a step two root exam. He said to expect a lot of changes over the next few years. The exam  
will be robust and will equally assess someone’s clinical skills early on in his or her medical  
career. Hamzavi asked Hamed if the threshold to pass has increased and if it was getting harder  
to pass the exam. Hamed said that was not true and that it is a very fair exam.  
Department Update  
MacIntosh reminded board members check their state e-mails at least once a week. He also  
let the board know that the last board member training was uploaded to Egress for them to  
view  
PUBLIC COMMENT  
Saba Francis thanked the board for their consideration and for giving her the chance to obtain  
her license to practice medicine.

The next regularly scheduled meeting is January 15, 2025, at 10:00 a.m. at 611 West Ottawa  
Street, Upper-Level Conference Center Room 3, Lansing, Michigan 48933.
