In accordance with the Open Meetings Act, 1976 PA 267, as amended, the Michigan  
Board of Counseling met on December 2, 2016, at the Ottawa Building, Conference  
Room 4, 611 West Ottawa Street, Lansing, Michigan 48933.  
CALL TO ORDER

Committee Assignments  
Munley made changes to the previous committee assignments. The Allegation Review  
Committee will be Munley, Emde, and Parfitt. Disciplinary Subcommittee will be  
Simmons (Chairperson) and Giacoletto as public members, with Kruse and Mattes as  
the public alternate. The professional members will be Papazian, Galgoci, and Sawdey-  
Roberts. Bozek and Mattes will be the professional alternates. The Professional  
Counseling Issues Committee will be Munley, Papazian, Galgoci, Parfitt, and Emde.  
The Rules Committee will consist of Emde, Munley, Papazian, and Parfitt.  
Discussion of opening Rules  
Discussion was held concerning opening the rules. Leary advised the Board to consider  
opening the rules to clarify and update the rules as may be needed.

Chair Report  
Munley discussed out of state applicants applying for a Limited Licensed Professional  
Counselor in Michigan. Clewley explained the department policies and the statute. To  
obtain the Limited License as a Professional Counselor in Michigan, applicants must  
specify an LPC in Michigan who will serve as their supervisor. If an applicant is out of  
state, a Michigan supervising LPC may write a letter to accompany an applicant’s  
disclosure statement documenting the effective date supervision will begin.

Leary reported that the update pertained to the rules, which was previously discussed.

Papazian had questions regarding the grandfathering in of Licensed Professional  
Counselors and their role in being able to become supervisors for Limited Licensed  
Professional Counselors. Current standards are for a Licensed Professional Counselors  
to practice for three years to be eligible to be designated as a supervisor, but there is no  
way to confirm this by a potential supervisee. Munley raised the question of the  
possibility of making the designation of supervisor public in some manner so a  
supervisee can readily have access to this information.  
Parfitt referenced an email sent to her on behalf of a group of twenty-six supervisors.  
The first topic was the use of technology (Skype) and its potential role in being used for  
supervised sessions. Leary stated there would need to be a determination of what the  
statutes and rules state and recommended to involve the rules committee to help make  
that determination.  
The second topic introduced by Parfitt was how accessible a Limited Licensed  
Professional Counselor supervisor’s name is, in the event an administrative complaint is  
brought against the Limited Licensed Professional Counselor. Clewley stated that this  
information is available on the disclosure statement that the Limited Licensed  
Professional Counselor completes and is available via a Freedom of Information Act  
request. There was discussion about whether that information could be included on the  
Limited Licensed Professional Counselors license.  
The third topic introduced by Parfitt was a question of Limited Licensed Professional  
Counselor’s license renewal and if there could be a form created that the supervisor  
would provide written verification that they are continuing to supervise the Limited  
Licensed Professional Counselor before the license can be renewed. Leary stated that  
authority to draft forms comes from the statute. This topic is not provided for in statute,  
so it could not be created.  
PUBLIC COMMENT  
Janifer Binion, representing the Michigan Mental Health Counselors Association,  
addressed the question of the rules/expectations of Human Trafficking Training. She  
wanted clarification on whether it had to be live training, webinar based, and if there  
were a minimum number of required hours. Binion also thanked the board for  
addressing the issues between the supervisor and supervisee.  
Loraine McKnight, acting President for Michigan Career Development Association,  
introduced herself to the Board.
