It will be more than raking  
and hauling debris at the  
Lake Antoine Park Part-  
ners’ annual spring clean-  
up on Saturday, April 27.  
LAPP will unveil two  
new art installations on  
the beach house.  
The LAPP members  
were pleased as well to  
have a project done ahead  
of schedule.  
Construction work on  
the Sunset Beach project  
will continue at the end of  
the summer  
The work bee starts at 9  
a.m., with a formal dedi-  
cation of the crafted but-  
terfly displays at 10 a.m.  
at the former concession  
stand on the lakeshore.  
Refreshments will be  
served.  
Local artists Mathew  
Dault and Dan Recla were  
commissioned to do the  
unique butterfly pieces as  
part of the Sunset Beach  
project.  
“That whole area will be  
further developed — it’s  
kind of morphing,” Hrus-  
ka said.  
Volunteers are needed  
for the community-wide  
project from 9 a.m. to  
noon.  
In addition to raking and  
clean up, they plan to do  
pruning, mulching and  
spruce up planted areas of  
the park. The electric will  
be turned on in the camp-  
sites for those wishing to  
bring a leaf blower.  
Hruska noted they have  
a variety of tasks to ac-  
complish that will keep  
all busy no matter the  
skill set. Those willing to  
help don’t have to stay for  
the entire duration of the  
clean-up event, she added.  
“Come bring your gloves  
and rakes to clean up the  
grounds to get ready for  
the Memorial Day open-  
ing,” said Allison Lucier,  
LAPP president. “And  
we are always looking for  
new ideas for happenings  
at the park. If you have  
ideas on how folks can en-  
joy this park, please come  
to our work bee and talk  
with us.”  
The work bee is a great  
opportunity as well for  
high school students to do  
hours.  
If needed, a second work  
bee is slated from 9 a.m.  
to noon Saturday, May 4.

“He incorporated sur-  
prises within the mural  
— it’s going to be kind of  
a game of ‘Can you find  
this?’” Hruska said.  
The interactive mural  
will make for a fun and  
colorful backdrop, she  
added.  
Dault says his overall  
goal is to inspire people  
through his artwork.  
He was an English  
teacher in Vietnam for 10  
years and now calls the  
U.P. home.

will be displayed across

“He surprised us by mak-  
ing an 8-by-5-foot butter-  
fly that people can stand

Recla has worked in met-  
al for most of his life and  
began making “cool”  
things from smashed car  
fenders and doors. He  
would give them away  
to his friends. His piec-  
es were dubbed “folk  
metal art” by family  
members.  
That began a brand-new  
adventure creating inter-  
esting and unusual metal  
sculptures.  
The LAPP worked more  
than a year to obtain an  
artist for a mural, Hruska  
said.  
“We definitely found  
the right people,” Hruska  
adds. “We are pretty ex-  
cited about it.”  
The idea for butterfly  
pieces came after they  
added the butterfly gar-  
den on the west side of the  
beach house. “It is a very  
sunny place, but there was  
nothing else there to draw  
you to that area,” she said.

“Music is something that  
can really bring a commu-  
nity together. Something

tening band, the city band,  
things like that. It’s a gath-  
ering for people,” said Sue  
Parker, chair of the Escana-  
ba DDA.  
The DDA is funding  
the additional music and  
seeking sponsors for the  
events. The city Recre-  
ation Department is work-  
ing with vendors and pro-  
viding facilities and event  
activities.  
The focus this year is on  
local bands. ELMS com-  
mittee member Kevin  
Chown says the goal is to  
build up the local music  
talent.  
“That is the theme for me  
personally, is make this the  
year of making the most  
of what we have to work  
with, which is a lot of tal-  
ent,” he said. “There’s an  
incredible amount of mu-  
sicians here for the size of  
the city.”  
Part 8. Emission Limitations and Prohibitions – Oxides of Nitrogen.  
Part 9. Emission Limitation and Prohibitions – Miscellaneous.  
The Part 1 proposed rule set (2023-11 EQ) will revise and add additional definitions needed to  
support revisions done in subsequent rule parts developed to fulfill the federal Clean Air Act,  
42 U.S.C. 7401 et seq (CAA). The proposed rules add additional definitions to further support  
and clarify the Michigan Air Pollution Control Rules, as well as revise existing definitions  
for “Carcinogens” and exemptions for “Volatile organic compounds” (VOCs) and “Toxic air  
contaminant” definitions to align with the United States Environmental Protection Agency’s  
(USEPA) regulatory definitions and toxics research findings.  
The Part 8 proposed rule set (2023-13 EQ) contains rules developed to fulfill CAA requirements  
for sources of oxides of nitrogen (NOx). Michigan must create new rules to address a change  
to a moderate classification in nonattainment areas under provisions of the National Ambient  
Air Quality Standards (NAAQS). These rules are often referred to as NOx “Reasonably Available  
Control Technologies” (RACT). For past NAAQS, EGLE was not required to promulgate RACT  
rules for NOx sources in the nonattainment areas established under those standards. With the  
establishment of a new standard and a new classification, Michigan must create RACT rules  
to align with requirements of Section 182(b)(2) of the CAA. EGLE must promulgate new rules  
setting emission standards and operational requirements for certain types of NOx emission  
sources for the nonattainment areas. Additionally, existing Part 8 Rules addressing the “NOx  
State Implementation Plan (SIP) Call” federal program will be modified to address minor  
improvements suggested by representatives of the USEPA.  
The Part 9 proposed rule set (2023-014 EQ) will revise and incorporate additional adopted  
standards to support revisions pending or completed in other rule parts developed to fulfill the  
ozone requirements under the CAA. The proposed revisions also consist of updates to reference  
prices to align with what is currently offered by the respective sources, including the AQD; and  
revisions to the publication dates referenced, the physical and web addresses listed in the rule to  
reflect the current information, and availability of these reference materials from their respective  
agencies.

If approved, the rules will be submitted to the USEPA as an amendment to the Michigan State  
Implementation Plan (SIP). Revisions being submitted to the SIP include the following: Part 1  
revisions related to rule definitions associated with other Michigan administrative SIP approved  
rules, Part 8 revisions related to NOx RACT as a component of the West Michigan attainment  
SIP for the 2015 ozone NAAQS and additional revisions as improvements to an earlier submittal  
addressing the NOx SIP call, Part 9 revisions that support various Michigan administrative SIP  
approved rules and update reference language for consistency between state and SIP approved  
versions of various Part 9 rules. The comment period and hearing will fulfill requirements  
contained in the state administrative public participation rules and the CAA.
