3. Purpose for the proposed rules and background:  
The Public Health Code General Rules establish the specific dates that a license or registration  
renewal period begins or ends for licenses and registrations regulated by the Public Health Code. The  
rule set provides general rules applicable to all professionals regulated under Article 15 of the Public  
Health code.  
4. Summary of proposed rules:  
The proposed rules will add definitions for terms used in the rules; add midwifery to the biennial  
renewals; add quadrennial license renewals for behavior analysts; change the renewal date for  
optometry, pharmacy, physician’s assistants, dentistry, medicine, osteopathic medicine and surgery,  
podiatric medicine and surgery, and veterinary medicine to the date when the initial license was  
issued; and add the department’s minimum English language standard for licensure or registration.
