3. Purpose for the proposed rules and background:

The Medicine – General Rules pertain to definitions, prescribing of drugs by physician’s assistants,

delegation of prescribing controlled substances to advanced practice registered nurses, training in

identifying human trafficking, medical education accreditation standards, licensure, foreign-trained

licensure, licensure by endorsement, educational limited licenses, examination, clinical academic

licenses, relicensure, license renewal, and continuing education.

Amendment of the rules will take place to supply revisions of definitions, rescind an English

language requirement, rescind a display name requirement, include a rule on telehealth, revise

prescribing of physician’s assistants requirements and delegation of prescribing to advanced practice

registered nurses requirements, clarify dates for human trafficking training, update accreditation

standards, and revise licensure, foreign-trained licensure, licensure by endorsement, educational

limited licensure, examination, clinical academic licensure, relicensure, renewals, and continuing

education requirements.

The revised rules set forth an explanation of specific terms used throughout the rule set, requirements

for telehealth services, requirements for prescribing of drugs by physician’s assistants, requirements

for delegation of controlled substances prescribing to an advanced practice registered nurse,

requirements for training on identifying victims of human trafficking, standards for accreditation of

medical schools and postgraduate training programs, requirements for licensure for United States and

Canada graduates, requirements for licensure of foreign graduates, requirements for licensure by

endorsement, requirements for an educational limited license, required examination number of

attempts allowed and the period for completion, requirements for a clinical academic license,

requirements for relicensure, requirements for renewal of a license, as well as requirements for

continuing education.
