Real Estate Appraisers - General Rules
3. Purpose for the proposed rules and background:
The rules provide for experience requirements, appraiser prelicensure education, sponsors of
appraisal education, continuing education, and standards of conduct. The proposed changes to the
rules are intended to: clarify the experience requirements; clarify when a sponsor may advertise an
educational course; update the rules for consistency with the Appraiser Qualification Board (AQB)
criteria or exceptions to the AQB criteria; and update the rules pursuant to legislation.
4. Summary of proposed rules:
The proposed rules include the following modifications: appraiser applicants will have the option to
acquire experience through either the Practical Applications of Real Estate Appraisal Program
(PAREA) program or traditional supervisor/trainee experience; course sponsors who desire to
advertise the course prior to department approval shall state in the advertising that “the course has
been submitted for approval but has not yet been approved by the department”; and distance
education courses for both prelicensure education and continuing education may be offered through
synchronous, asynchronous, and hybrid formats.
