3. Purpose for the proposed rules and background:  
The Public Health Code General Rules are applicable to all professionals regulated under Article 15  
of the Public Health code.  
The rule set establishes specific dates that a license or registration renewal period begins or ends for  
licensees and registrations regulated by the Public Health Code.  
The renewal period for Genetic Counselors will be added to the rules. All rules will be reviewed and,  
if needed, revised for clarity.  
4. Summary of proposed rules:  
The proposed rules will update the definitions rule, provide for triennial license renewal for genetic  
counselors, and clarify which applicants must complete implicit bias training and how the training  
requirement may be satisfied.

Vincent Benivenga, President, Michigan Dental Association, Duane Breijak, Executive Director,  
National Association of Social Workers-Michigan Chapter, and Renee Smiddy, Senior Director,  
Policy, Michigan Health and Hospital Association commented that the credits earned for implicit bias  
training also be permitted to count toward continuing education credits.  
Vincent Benivenga, President, Michigan Dental Association, Julie L. Novak, Chief Executive Officer,  
Michigan State Medical Society, and Renee Smiddy, Senior Director, Policy, Michigan Health and  
Hospital Association commented that asynchronous implicit bias training be permitted to give health  
care professionals more access to implicit bias training options.
