3. Purpose for the proposed rules and background:
The purpose of the Board of Midwifery rules is to regulate the prelicensure education, licensure,
practice, conduct, disclosure and consent, classification of conditions for consultation, referral, and
emergent transfer, administration of prescriptions drugs and medications, licensure renewal,
relicensure, and continuing education for licensed midwives.
The proposed rules are intended to add prescription drugs to the drug formulary in the rules and
provide any other updates that arise during the promulgation process.
4. Summary of proposed rules:
The proposed rules include: revisions to conform with stylistic drafting updates and define acronyms,
removing language pertaining to mandated human trafficking training that has sunset, changes to
allow the administration of tranexamic acid by intravenous piggy back or intravenous push and the
administration of epinephrine by the intraosseous route, updates to the dosages for vitamin K and
epinephrine, permits the administration of oral ibuprofen for postpartum discomfort, deletion of
duplicate formulary information to improve clarity, addition of requirements for telehealth services,
changes to license renewal and continuing education requirements to accommodate the transition
from a 2-year license cycle to a 3-year license cycle.
