3. Purpose for the proposed rules and background:  
The Physical Therapy – General Rules pertain to education, examinations, training, licenses, and  
professional development requirements for physical therapists and physical therapist assistants.  
Amendment of the rules will take place to supply clarity on definitions, telehealth, prescriptions,  
human trafficking training, program accreditation, examinations, licensure,  
endorsement, relicensure, requirements for graduates of non-accredited institutions, delegation, and  
professional development requirements.  
4. Summary of proposed rules:

The proposed revisions to the rules include grammatical or typographical edits to follow current  
drafting standards and to supply clarification for easier reading, adopts updated educational standards,  
removes the jurisprudence examination, supplies clarifying conditions under which the board will  
consider a request from an applicant for an appeal of current examination policies, supplies simpler  
proof requirements related to the examination, licensure in another jurisdiction, and professional  
development requirements for the purposes of relicensure, changes the amount of professional  
development requirements a licensee must complete and the period in which a licensee must  
complete professional development requirements, consistent with the change in the length of the  
license cycle, clarifies the ways to satisfy professional development requirements, and clarifies that a  
licensee who completes implicit bias training under R 338.7004 may also use that training toward  
fulfillment of continuing education requirements.
