1. Purpose of the proposed rules and background:
The general purpose of this ruleset is to establish requirements for completion filing and registration of vital records,
including birth, death, fetal death, marriage, and divorce records. Changes are primarily to address processes that
have changed in the transition from paper to electronic vital records.
