NOTICE OF PUBLIC HEARING  
The State Tenure Commission, a type I agency in the Michigan Department of Education, will  
conduct public hearings to receive oral and written public comments on proposed State Tenure  
Commission Rules (2018-053 ED). The State Tenure Commission will review and consider all  
comments in preparation of the final version of the rules.  
The proposed rules are promulgated by the authority conferred on the State Tenure Commission  
by section 4 of article IV, section 1 of article VI, and section 10 of article VII of 1937 (Ex. Sess.)  
PA 4 (commonly known as the TeachersTenure Act), MCL 38.104, 38.121, and 38.140, and  
section 63 of the Administrative Procedures Act of 1969, 1969 PA 306, MCL 24.263. The  
purposes of the proposed rules, which address procedures in appeals to the State Tenure  
Commission by tenured teachers, include, but are not limited to, expansion of electronic filing  
options and methods for service of a claim of appeal and removal of the requirement for six  
copies of various pleadings. The rules will take effect upon filing with the Secretary of State.

The public hearings will take place on Wednesday, August 14, 2019, from 10:00 a.m. to  
noon and from 2:30 p.m. to 4:30 p.m. at the Michigan Library and Historical Center, 1st  
Floor Forum, 702 West Kalamazoo Street, Lansing, MI 48915. The hearing site is accessible

Written comments about the proposed rules may also be submitted in the following ways if
