The Department of Licensing and Regulatory Affairs will hold a public hearing on Friday, March 15,
2019, at the Michigan Library and Historical Center, 702 West Kalamazoo Street, Lansing, MI in the first
floor Forum Conference Room at 9:00 a.m. The hearing will be held to receive public comments on
proposed changes to the Unarmed Combat rules.
The proposed rule set (2018-105 LR) will amend the current rules to conform to the requirements of 2017
PA 146, which amended the Michigan Unarmed Combat Regulatory Act, 2004 PA 403, MCL 338.3601
to 338.3661a. The proposed rules also include provisions aimed at ensuring the safety of all participants
in unarmed combat contests, increasing the level of competitiveness of those contests, and assisting both
event participants and the Department in ensuring that applicable state and federal laws are efficiently and
uniformly enforced.
These rules are promulgated under authority conferred on the Director of the Department of Licensing
and Regulatory Affairs by the Michigan Unarmed Combat Regulatory Act and Executive Reorganization
Order Nos. 2008-4 and 2011-4, MCL 445.2025 and 445.2030. These rules will take effect immediately
upon filing with the Secretary of State.
