NOTICE OF PUBLIC HEARING
The Department of Environment, Great Lakes, and Energy (EGLE), Materials Management Division
(MMD), will conduct a public hearing on proposed administrative rules promulgated pursuant to
Part 111, Hazardous Waste Management, of Michigan’s Natural Resources and Environmental Protection
Act, 1994 PA 451, as amended (NREPA). The rules are identified as Hazardous Waste Management,
R 299.9101 et seq. These rules are necessary for EGLE to maintain its authorization from the U.S.
Environmental Protection Agency to administer the state's Hazardous Waste Management Program
(Program) in lieu of the federal Program under the Resource Conservation and Recovery Act of 1976, as
amended; to improve rule clarity; and to reduce some of the regulatory burdens by providing flexible
requirements. The federal revisions relate to the definition of solid waste, import/export, generator
improvement, and e-manifest requirements. The rules also include state-initiated revisions regarding
identification and listing, universal waste, reference updates, and typographical corrections.
The public hearing will be held on October 16, 2019, at 1:30 p.m., in the ConCon Conference Room,
Constitution Hall, Atrium South, 525 West Allegan Street, Lansing, Michigan 48933.

All interested persons are invited to attend and provide comment. EGLE requests that all statements be
submitted in writing for the hearing record. Anyone unable to attend may submit comments in writing to
the address above. Written comments must be received by October 24, 2019.

This notice of public hearing is given in accordance with Sections 41 and 42 of Michigan’s
Administrative Procedures Act, 1969 PA 306, Michigan Compiled Laws (MCL) 24.241 and 24.242.
Promulgation of the rules is by authority conferred on the Director of EGLE by Sections 27, 28, 32a, and
40, of Part 111 of NREPA, MCL 324.11127, 324.11128, 324.11132a, and 324.11140, and Executive
Order 1995-16. These rules will become effective immediately after filing with the Secretary of State.
