NOTICE OF PUBLIC HEARING

The hearing is held to receive public comments on the following administrative rules:  
Architects General Rules (ORR 2019-043 LR)  
Authority: MCL 339.205, MCL 339.308, and MCL 339.2009 and Executive Reorganization Order Nos.  
1991-9, 1996-2, 2003-1, and 2011-4, MCL 338.3501, MCL 445.2001, MCL 445.2011, MCL 445.2030.  
Overview: The proposed rules will revise the definitions of terms used in the rules, revise the education,  
experience, and examination requirements that must be satisfied to receive a license, adopt by reference a  
standard of professional conduct that is acceptable to the board, and clarify the requirements pertaining to  
the seal of an architect. In addition, a new rule will be added that outlines relicensure requirements and the  
continuing education requirements will be updated to reflect subjects and activities that are acceptable to the  
board.  
Counseling General Rules (ORR 2019-063 LR)  
Authority: MCL 333.16145, 333.16148, 333.18101, and 333.18107, and Executive Reorganization Nos.  
1991-9, 1996-2, 2003-1 and 2011-4, MCL 338.3501, 445.2001, 445.2011, and 445.2030.  
Overview: The proposed rules clarify definitions and move the educational training curriculum definitions  
to an educational section, update higher institution educational program regional accreditation standards,  
update Council for Accreditation of Counseling and Related Educational Programs (CACREP) accreditation  
standards, clarify the educational training program requirements for applicants who are graduates of non-  
CACREP accredited programs, include a future increased credit hour requirement for applicants who are  
graduates of non-CACREP accredited programs to coincide with future CACREP imposed requirements,  
require graduates of non-accredited postsecondary institutions to bear the expense and supply an educational  
program equivalency determination to the department from a credential evaluation agency, revise the non-  
CACREP accredited educational training program curriculum to mandate only those courses listed in statute,  
revise the human trafficking rule to include a date of promulgation, add criteria related to good moral  
character and fingerprinting as conditions for relicensure of a limited licensed counselor and a licensed  
counselor, add the National Clinical Mental Health Counseling Examination (NCMHCE) as an approved  
examination for licensure, remove the relicensure requirements exemptions granted based on MCL  
333.18107(2), and add a rule that addresses the requirements for license renewal.  
Professional Engineers General Rules (ORR 2019-031 LR)  
Authority: MCL 339.205, MCL 339.308, and MCL 339.2009 and Executive Reorganization Order Nos.  
1991-9, 1996-2, 2003-1, and 2011-4, MCL 338.3501, MCL 445.2001, MCL 445.2011, MCL 445.2030.  
Overview: The proposed rules will revise the definitions of terms used in the rules, revise the education,  
experience, and examination requirements that must be satisfied to receive a license, and clarify the  
requirements pertaining to the seal of a professional engineer. In addition, relicensure and continuing  
education requirements will be clarified, and the rules pertaining to the standards of practice and professional  
conduct will be revised.  
Board of Occupational Therapists General Rules (ORR 2018-034 LR)  
Authority: MCL 333.16145, MCL 333.16148, MCL 333.16204, MCL 333.18307,  
MCL 333.18309, MCL 333.18313 and Executive Reorganization Order Nos. 1991-9, 1996-2, 2003-1, and  
2011-4, MCL 338.3501, MCL 445.2001, MCL 445.2011, MCL 445.2030.  
Overview: The proposed rules will delete prohibited conduct, clarify when an applicant may sit for an  
exam, clarify that the Department will grant a limited license, clarify that a limited license may be renewed  
1 time, clarify who may supervise practice experience, add a good standing provision to the relicensure and  
endorsement requirements, clarify licensure requirements for a graduate from a non-accredited institution,  
require an applicant for endorsement to have an active license in another state, clarify the requirements for  
relicensure, and require that one-half of continuing education be completed in person or through live  
webinars.  
The rules will take effect immediately upon filing with the Secretary of State, unless specified otherwise in the  
rules. Comments on the proposed rules may be presented in person at the public hearing. Written comments  
will also be accepted from date of publication until 5:00 p.m. on October 4, 2019, at the following address or
