The Department of Agriculture and Rural Development will hold a public hearing to receive  
public comments on proposed changes to the Seed Potatoes rule set.  
The proposed rules are to regulate distribution and planting of seed potatoes that meet the requirements  
of certified seed in 1959 PA 221, MCL 286.71 et seq., and the rules promulgated under that act.  
Furthermore, these rules will regulate exceptions that would allow farmers to plant uncertified seed in  
instances when there are insufficient volumes of any cultivator of certified seed potatoes on lots of 1 acre  
or greater.  
These rules are promulgated by authority conferred on the director of the Department of Agriculture and  
Rural Development by Section 7(b) of Act 94 of 2018, the Seed Potato Act. These rules will take effect  
1/1/2021 after filing with the Secretary of State. The rules are published on the Michigan Government  
web site at http://www.michigan.gov/moahr and in the Michigan Register in the 12/1/2019 issue. Copies  
of the draft rules may also be obtained by mail or electronic transmission at the following address:

Comments on the rules may be made in person at the hearing or by mail or electronic mail until  
12/19/2019 at 05:00PM.
