The Department of Licensing and Regulatory Affairs will hold a public hearing to receive public  
comments on proposed changes to the Marihuana Operations rule set.  
The proposed topic-based rule sets are intended to provide clarity/consistency to those working in both  
the medical and adult use markets. The rule sets provide for the implementation of a program to license  
medical/adult use marihuana businesses. The rule sets implement, administer, and enforce appropriate  
standards for marihuana businesses and associated equipment and establish regulations ensuring the  
safety, security, and integrity of the operation of marihuana businesses.  
The Executive Director of the Agency is authorized to promulgate these rules based upon, Section 206  
of the Medical Marihuana Facilitates Licensing Act, 2016 PA 281, MCL 333.27206, Sections 7 and 8 of  
the Michigan Regulation and Taxation of Marihuana Act, 2018 IL 1, MCL 333.27957 and 333.27958, and  
Executive Reorganization Order No. 2019-2, MCL 333.27001. These rules will take effect Immediately  
after filing with the Secretary of State. The rules are published on the Michigan Government web site at

Comments on the rules may be made in person at the hearing or by mail or electronic mail until  
2/17/2020 at 05:00PM.  
The public hearing will be conducted in compliance with the 1990 Americans with Disabilities Act, in
