The Department of Licensing and Regulatory Affairs will hold a public hearing to receive public
comments on proposed changes to the Marihuana Licensees rule set.
The rule changes are designed to create greater consistency in the licenses available to marihuana
businesses and to create cohesion between license issuance for medical and adult-use marihuana
businesses. These decisions are made daily by agency licensing staff. The rule changes are also
intended to create clear and consistent operational standards for marihuana businesses. These rule
changes are also intended to create new license types under MRTMA to assist the industry in growing,
provide greater opportunity for small businesses, and provide greater opportunity for education and
research at academic institutions.
(By authority conferred on the executive director of the marijuana regulatory agency by section 206 of
the medical marihuana facilitates facilities licensing act, 2016 PA 281, MCL 333.27206, sections 7 and 8
of the Michigan Regulation and Taxation of Marihuana Act, 2018 IL 1, MCL 333.27957 and 333.27958,
and Executive Reorganization Order No. 2019-2, MCL 333.27001). The proposed rules will take effect
immediately after filing with the Secretary of State. The proposed rules are published on the State of

The public hearing will be conducted in compliance with the 1990 Americans with Disabilities Act. If the
