The Department of Licensing and Regulatory Affairs will hold a public hearing to receive public  
comments on proposed changes to the Massage Therapy -- General Rules rule set.  
The proposed rules update and amend definitions; add a telehealth rule; clarify student supervised  
curriculum requirements; clarify student supervised student clinic requirements; update educational  
standards adopted by reference; remove the requirement that an applicant demonstrate a working  
knowledge of the English language; revise licensure by endorsement requirements; revise and clarify  
relicensure requirements; revise continuing education requirements; update professional ethics  
standards; and rescind the rule pertaining to client records.  
MCL 333.16145, MCL 333.16148, MCL 333.16287, MCL 333.17959, MCL 333.17961, MCL 333.17963,  
and MCL 333.17965, and Executive Reorganization Order Nos. 1991-9, 1996-2, 2003-1 and 2011-4,  
MCL 338.3501, 445.2001, 445.2011, and 445.2030.  
These rules will take effect Immediately after filing with the Secretary of State. The rules are published  
the 9/15/2020 issue. Copies of the draft rules may also be obtained by mail or electronic transmission at
