The Department of Licensing and Regulatory Affairs will hold a public hearing to receive public  
comments on proposed changes to the Barbers - General Rules rule set.  
The proposed revisions to the rules add definitions for terms used in the rule set and add the  
requirements for licensure by endorsement and relicensure; establish the criteria to be used by a barber  
college to determine whether instruction completed at a Michigan-licensed cosmetology school is  
substantially similar instruction to course work required in a barber student’s program of instruction; and  
require the school to notify the department of the substantially similar hours the student was permitted to  
substitute in the student’s barber college curriculum. Revisions were also made to the barber training  
curriculum for clarity.  
By authority conferred on the department and the board by MCL 339.205, MCL 339.1110, MCL 339.1112,  
and Executive Reorganization Order Nos. 1991-9, 1996-2, 2003-1, and 2011-4, MCL 338.3501, MCL  
445.2001, MCL 445.2011, and MCL 445.2030. The proposed rules will take effect immediately after filing  
with the Secretary of State. The proposed rules are published on the State of Michigan web site at
