The Department of Licensing and Regulatory Affairs will hold a public hearing to receive public  
comments on proposed changes to the Respiratory Care – General Rules rule set.  
The proposed rules will eliminate definitions that are already provided in the Public Health Code, clarify  
the training standards for identifying victims of human trafficking, clarify the requirements for licensure by  
endorsement and relicensure and require that the applicant have resolved any disciplinary action taken  
against him or her before being licensed by endorsement or relicensed, and update accreditation  
standards.  
By authority conferred on the Director of the Department of Licensing and Regulatory Affairs by MCL  
333.16145, 333.16148, 333.16174, 333.16201, 333.16287, and 333.18709, and Executive  
Reorganization Order Nos. 1991-9, 1996-2, 2003-1, and 2011-4, MCL 338.3501, 445.2001, 445.2011,  
and 445.2030.  
The proposed rules will take effect immediately after filing with the Secretary of State. The proposed  
issue of the Michigan Register. Copies of these proposed rules may also be obtained by mail or
