The Department of Licensing and Regulatory Affairs will hold a public hearing to receive public comments on
proposed changes to the Private Security Guard and Security Alarm Agencies rule set.
The rules will bring needed clarity to the regulation of the private security industry. They aim to clarify
requirements regarding advertising, badges and patches, and subcontracting, by more clearly laying out badge
and uniform requirements, parameters surrounding advertising and names, and employee and employer
responsibilities. The rules are intended to ensure fairness in the industry and to help protect both the public and
those who use private security services.
By authority conferred upon the department of licensing and regulatory affairs by sections 27 and 29 of the
private security business and security alarm act, 1968 PA 330, MCL 338.1077 and 338.1079, and Executive
Reorganization Order Nos. 2003-1, 2008-4, and 2011-4, MCL 445.2011, 445.2025, and 445.2030.
The proposed rules will take effect immediately after filing with the Secretary of State. The proposed rules are
published on the State of Michigan's website at http://www.michigan.gov/ARD and in the 5/15/2025 issue of the
Michigan Register. Copies of these proposed rules may also be obtained by mail or email at the following email
