The Department of Health and Human Services will hold a public hearing to receive public comments on
proposed changes to the COMPLETION, FILING, AND REGISTRATION OF VITAL RECORDS
DOCUMENTS rule set.
The Completion, Filing, and Registration of Vital Records Documents establish requirements for
completion filing and registration of vital records, including birth, death, fetal death, marriage, and divorce
records. Changes primarily address processes that have changed in transition from paper to electronic
vital records.
By authority conferred on the Department of Public Health by sections 2226, 2233, 2235, and 2896 of
the Public Health Code, 1978 PA 368, MCL 333.2226, 333.2233, 333.2235, and 333.2896.
The proposed rules will take effect immediately after filing with the Secretary of State. The proposed
issue of the Michigan Register. Copies of these proposed rules may also be obtained by mail or

The public hearing will be conducted in compliance with the 1990 Americans with Disabilities Act. If the
