NOTICE OF PUBLIC HEARING

The Department of Education will hold a public hearing to receive public comments on proposed changes to the  
School Administrator Certification Code rule set.  
The purposes of the proposed rules include: 1) alignment with teacher certification rules in extending benefits to  
members of the military, veterans, and their dependents and in prescribing procedures related to action against  
certificates, 2) addition of a requirement that applicants for certification pass appropriate available examinations,  
as is required for other Michigan professional educators, 3) clarification of certification for out-of-state applicants,  
4) clarification of who is required to hold certification, and 5) clarification of procedures for rescission of  
endorsements for which holders of certificates are not eligible.

revised school code, 1976 PA 451, MCL 380.1246, 380.1536, and 380.1539b, and Executive Reorganization  
Order No. 1996-6, MCL 388.993  
The proposed rules will take effect immediately after filing with the Secretary of State. The proposed rules are  
published on the State of Michigan's website at http://www.michigan.gov/ARD and in the 12/1/2025 issue of the
