The Department of State will hold a public hearing to receive public comments on proposed changes to  
the Disqualification from Ballot Based Upon Contents of Affidavit of Identity rule set.  
The purpose of these rules is to amend the rules regarding the discretion allowed for election officials in  
considering challenges. The change will harmonize the rules with the parallel process for petition  
challenges.  
By authority conferred on the Secretary of State by section 31(1)(a) of the Michigan election law, 1954  
PA 116, MCL 168.31(1)(a).  
The proposed rules will take effect immediately after filing with the Secretary of State. The proposed  
issue of the Michigan Register. Copies of these proposed rules may also be obtained by mail or

Comments on these proposed rules may be made at the hearing, by mail, or by electronic mail at the  
following addresses until 3/6/2026 at 05:00PM.
