The Department of Licensing and Regulatory Affairs will hold a public hearing to receive public comments on  
proposed changes to the Nursing - General Rules rule set.  
The proposed revisions include edits to improve ease of reading and comply with current drafting standards;  
add new definitions and update existing definitions; add a new rule to regulate telehealth services by nurses;  
align relicensure, continuing education, and advanced practice certification requirements with a 3-year license  
cycle; clarify that an applicant who has not taken the licensure exam within 3 years after becoming eligible to do  
so is no longer eligible without a written certification of skills competency; allow the chairperson of the board of  
nursing to approve a program to conduct skills competency certifications; change the requirements for initial  
approval of a nursing education program, including removing the requirement to survey the existing programs  
within a 50-mile radius, requiring a financial statement signed by a certified public accountant evidencing  
financial resources equating to the total tuition for all students enrolled in the first 2 years of the program,  
clarifying that institutional accreditation and eligibility to participate in federal student loan programs are  
required, and giving the board of nursing discretion to void an application and impose a waiting period if the  
supporting documents are not approved after 2 resubmissions; update the requirements for full approval of  
nurse education programs, including requiring a program to select an accrediting agency, provide a timeline for  
accreditation and provide evidence of the ability to participate in federal student loan programs, and clarifying  
that a site visit and the correction of any deficiencies identified by the site visit may be required; clarify the  
requirements for continued approval of nurse education programs, including the self-study, sponsoring agency  
reporting, the contents of the nursing education program report, and evidence of the continued ability to  
participate in federal financial aid programs; provide that a site visit may be required before an additional  
location for a nurse education program will be approved; require an additional location for a nurse education  
program to obtain initial approval if it will serve a different group of students not previously approved; require a  
nurse education program that fails to achieve accreditation to cure the deficiency within a reasonable period of  
time determined by the board of nursing or be removed from the list of approved programs; provide that a  
program that has lost accreditation may not admit new students; require an accredited program to submit copies  
of all notifications and decision letters received from its nursing accreditation organization within 90 days of the  
date of correspondence; provide that a failure to maintain accreditation will result in withdrawal of approval;  
clarify requirements for nursing education program directors, faculty, and preceptors; clarify curriculum  
requirements; update the circumstances under which the board of nursing may evaluate a nurse education  
program; provide the process that follows a determination of noncompliance for a nurse education program;  
require a nurse education program that terminates admissions to provide a plan approved by the board of  
nursing for students to complete the program and provide the board with written confirmation that the plan has  
been implemented within 30 days of completion; provide that a program owner or sponsoring agency that  
terminates admissions may not apply for initial approval of a new program for at least 1 year after the last cohort  
of the terminated program graduates; provide that when a registered nurse license is suspended or revoked,  
any associated specialty certification will be suspended or revoked rather than voided; and update the names of  
credentialling organizations for nurse midwives and nurse practitioners.

445.2011, and 445.2030.  
The proposed rules will take effect immediately after filing with the Secretary of State. The proposed rules are  
published on the State of Michigan's website at http://www.michigan.gov/ARD and in the 6/1/2026 issue of the
