The Department of State will hold a public hearing to receive public comments on proposed changes to the  
Campaign Finance Complaints and Investigations rule set.  
This ruleset will address campaign finance complaints and investigations. It will modernize the existing rules for  
those areas to align them with current practice and polices. It will also address issues that are not fully  
addressed by the MCFA, such as the rules for interpretive statements, formal warnings, and the finding of a  
false certificate.  
By authority conferred on the secretary of state by section 15 of the Michigan Campaign Finance Act, 1976 PA  
388, MCL 169.215.  
The proposed rules will take effect immediately after filing with the Secretary of State. The proposed rules are  
published on the State of Michigan's website at http://www.michigan.gov/ARD and in the 6/1/2026 issue of the  
Michigan Register. Copies of these proposed rules may also be obtained by mail or email at the following email
