4. Describe the general purpose of these rules, including any problem(s) the changes are intended to
address:
The purpose of the proposed rules is to amend the previously adopted rules to eliminate
outdated language and create consistency with 1980 PA 299, known as the occupational
code. Many of the rules establishing sanitation and equipment requirements have not been
revised since 1991. The proposed rules will amend the sanitation requirements to reflect
current standards. The proposed rules will also update the equipment standards for a barber
college to remove the requirement to possess a chalkboard, dictionary, and skin and hair
charts.
In addition, the statute requires a school to provide an educational program that requires
225 hours of theory instruction and 1,575 hours of practical training, which totals 1,800
hours. The table in the rules that outlines the curriculum requirements lists 250 hours of
theory instruction and 1,750 hours of practical training, which can be varied by 10% within
each subject. The 10% variance creates confusion because it is not clear if the total
minimum hours must be 2,000 hours when the 10% variance in each subject is used or
when it is not used. The table will be amended to clarify that the total minimum hours in
theory instruction is 250 hours and the total minimum hours in practical training is 1,575.
