7. Describe the general purpose of these rules, including any problems the changes are intended  
to address.  
GI Part 62 Plastic Molding gives direction to employers and employees on protecting Michigan  
employees from health and safety hazards in the workplace when using plastic molding machines.  
The standard is being amended for lockout and guarding to reflect current technologies used in the  
industry and to review for clarity and consistency.

sections 16 and 21 of the Michigan occupational safety and health act, 1974 PA 154, MCL  
408.1016 and 408.1021.

MIOSHA is not aware of any conflict or duplication.

None that MIOSHA is aware of.

By creating state specific versions of federal regulations, we are being "at least as effective as"  
OSHA, but going beyond OSHA regulations. Therefore, these rules are being promulgated under  
the full rulemaking process as specified in the Administrative Procedures Act.  
14. Do the rules incorporate the recommendations received from the public regarding any  
complaints or comments regarding the rules? If yes, please explain.  
Yes, The Plastic Industry Association initiated the opening of these rules to update the guarding  
requirements.

and the degree, if any, to which technology, economic conditions, or other factors have changed  
the regulatory activity covered by the rules since the last evaluation.  
June 12, 2019, the rules were amended due to the recently revised Federal regulations 1910 Part D  
in order to be as effective as the Federal OSHA standards.

continued need for the rules, or any portion of the rules?  
MIOSHA is not aware of any.
