7. Describe the general purpose of these rules, including any problems the changes are intended  
to address.  
The Physical Therapy – General Rules pertain to education, examinations, training, licenses, and  
professional development requirements for physical therapists and physical therapist assistants.  
Amendment of the rules will take place to supply clarity regarding definitions, telehealth,  
prescriptions, human trafficking training, program accreditation, examinations, licensure,  
endorsement, relicensure, requirements for graduates of non-accredited institutions, delegation,  
and professional development requirements.

Under MCL 333.17823, the department, in consultation with the board, shall promulgate rules to  
establish professional development requirements for physical therapists and physical therapist  
assistants.

The proposed rules do not duplicate or conflict with other federal or state regulations.
