7. Describe the general purpose of these rules, including any problems the changes are intended  
to address.  
The Genetic Counseling – General Rules are new rules and will pertain to definitions, telehealth,  
training in identifying human trafficking, licensure, relicensure, renewal, continuing education,  
and certification.  
Addition of the rules will take place to supply definitions, requirements for telehealth, identifying  
human trafficking training, licensure, relicensure, renewals, continuing education, and  
certification.

Under MCL 333.17091, the department, in consultation with the board, shall promulgate rules that  
specify the minimum standards for licensure, temporary licensure, and license renewal of genetic  
counselors.

The proposed rules do not duplicate or conflict with other federal or state regulations.
