7. Describe the general purpose of these rules, including any problems the changes are intended
to address.
These rules, GI Part 23. Hydraulic Power Presses, give direction to employers on protecting
Michigan employees from safety hazards in the workplace on a variety of subjects.
These rules are being amended, in order to be as effective as the federal Occupational Safety and
Health Administration (OSHA) standard 1910.217(d)(3), “Mechanical power presses.” R
408.12363(3) states “employee”, we are changing it to “employer” to be as effective as OSHA.
In addition, minor editorial and formatting changes are being made.

The Williams-Steiger Occupational Safety and Health Act of 1970 requires MIOSHA to
promulgate standards that are at least as effective as those promulgated under Section 6 of the Act;
Section 16 and 21 of 1974 PA 154, MCL 408.1016 and 408.1021, and Executive Reorganization
Order Nos. 1996-2, 2003-1, 2008-4, 2011-4, 2019-3, MCL 445.2001, 445.2011, 445.2025,
445.2030, and 125.1998.
