The purposes of these rules are to regulate and manage the operations of the Michigan Department
of Civil Rights and Michigan Civil Rights Commission.

MCL 37.2601(f) gives the commission the power to "promulgate, amend, or repeal rules to
carry out [the Elliott Larsen Civil Rights Act] pursuant to Act No. 306 of the Public Acts of 1969,
as amended, being sections 24.201 to 24.315 of the Michigan Compiled Laws."
