7. Describe the general purpose of these rules, including any problems the changes are intended  
to address.  
The general purpose of this proposed amendment to R 28.14210 is to set minimum standards for  
active violence response training.

The Commission is required to promulgate this rule under MCL 28.609e(2) of the Michigan  
Commission on Law Enforcement Standards Act, as amended.

The Commission's general authority to promulgate minimum in-service training standards is  
found in MCL 28.609, MCL 16.109 and MCL 28.621. The specific requirement to additionally  
promulgate rules to set the minimum standards for active violence response training is found in  
MCL 28.609e(2) of the Michigan Commission on Law Enforcement Standards Act, as  
amended.

please explain.  
The Commission is required promulgate this rule under MCL 28.609e(2) of the Michigan  
Commission on Law Enforcement Standards Act, as amended, to set the minimum standards  
for the active violence response training.

compliance requirements, or other standards adopted at the state, regional, or federal level.

This ruleset was last evaluated by the Commission as part of the department's annual regulatory plan  
submitted on June 26, 2024. The Commission consistently evaluates its rules and has determined  
that technology, economic conditions, or other factors have not changed the regulatory activity  
covered by the rules.  
16. Are there any changes or developments since implementation that demonstrate there is no  
continued need for the rules, or any portion of the rules?  
There is a continued need for these rules as they set forth the law enforcement standards and  
training for all persons seeking a license or who are licensed under the Michigan Commission on Law  
Enforcement Standards Act.

Based on the information provided in this RFR, MOAHR concludes that there are sufficient policy and legal  
bases for approving the RFR. The RFR satisfies the requirements of the administrative procedures act of  
1969, 1969 PA 306, MCL 24.201 to 24.328, and Executive Reorganization Order No. 2019-1, MCL 324.99923.
