7. Describe the general purpose of these rules, including any problems the changes are intended  
to address.  
This rule set pertains to the licensure, relicensure, and license renewals of veterinary technicians.  
The rules will be amended to clarify licensure, licensure by endorsement, relicensure, license  
renewal, and continuing education requirements. All rules will be reviewed, revised, and redrafted  
as needed for clarity and to provide up-to-date information.

MCL 333.16141 authorizes the department to promulgate rules.  
MCL 333.16145 authorizes the board to promulgate rules.

Yes, MCL 333.16145 requires the board to promulgate rules to specify the requirements for  
licenses, renewals, examination, and required passing scores.  
Under MCL 333.16287, the department, in consultation with the board, shall promulgate rules to  
implement MCL 333.16284 and MCL 333.16285.  
There is no constitutional mandate.  
9. Please describe the extent to which the rules conflict with or duplicate similar rules,  
compliance requirements, or other standards adopted at the state, regional, or federal level.  
Each state sets its own requirements with respect to veterinary technicians. The rules do not  
conflict with or duplicate similar rules, compliance requirements, or other standards adopted at the  
state, regional, or federal level.

The Board of Veterinary Medicine will receive comments from the public, associations, and  
licensees during the promulgation process. The Board of Veterinary Medicine will hold Rules  
Committee Work Group sessions with the public.

and the degree, if any, to which technology, economic conditions, or other factors have changed  
the regulatory activity covered by the rules since the last evaluation.  
The rules were last amended on December 16, 2021. There has been no change in technology,  
economic conditions, or any other factor that has changed the regulatory activity since the last  
evaluation.

continued need for the rules, or any portion of the rules?  
No.
