7. Describe the general purpose of these rules, including any problems the changes are intended  
to address.  
These rules will establish standardized response terminology to be utilized statewide by all K-12  
(public and private) schools and law enforcement agencies.

MCL 380.1308c, which states, in part, “[b]y not later than July 1, 2026, the department of state  
police … shall promulgate rules … establishing standardized response terminology and provide  
the terminology, as established in rule, to public schools, nonpublic schools, and local law  
enforcement agencies.”

MCL 380.1308c mandates the promulgation of these rules.

There are no existing rules, compliance requirements, or standards for the underlying subject  
matter, and therefore no conflicts.

instructional bulletin, form with instructions, or operational memoranda?  
There are no existing guidelines, handbooks, manuals, or instruction bulletins for the underlying  
subject matter, and therefore no conflicts.

for the current year?  
Yes.

policy and legal bases for approving the RFR. The RFR satisfies the requirements of the
