7. Describe the general purpose of these rules, including any problems the changes are intended  
to address.  
The proposed rules will adopt by reference the 2026 edition of the National Electrical Code  
(NEC), with amendments, deletions, and additions deemed necessary for use in Construction Code  
- Part 8. Electrical Code. The Construction Code currently adopts by reference the 2023 edition of  
the NEC, which establishes standards for the safe installation of electrical wiring and equipment.  
The 2026 version of the NEC, which is the most current edition, contains provisions relating to  
revised standards and new materials.

The rules were last updated and took effect on March 12, 2024. The rule set is being amended to  
adopt by reference to the 2026 edition of the NEC.

There have been no changes or developments since implementation that indicate the rules or any  
portion of the rules should be discontinued.

Based on the information provided in this RFR, MOAHR concludes that there are sufficient  
policy and legal bases for approving the RFR. The RFR satisfies the requirements of the  
Administrative Procedures Act of 1969, 1969 PA 306, MCL 24.201 to 24.328, and Executive  
Order No. 2019-6.
