morning.  This is the date and time set for a public  
hearing in Michigan Public Service Commission Case No.  
U-20732, entitled:  In the matter, on the Commission's  
own motion to re-promulgate rules required by MCL  
484.2202(1)(c)(iv).  
For the record, my name is Sharon  
Feldman.  I am an Administrative Law Judge with the  
Michigan Office of Administrative Hearings and Rules.  
Also appearing today is Assistant Attorney General  
Stephens.  Ms. Stephens, would you like to place your

JUDGE FELDMAN:  Thank you.  Let me note  
for the record that notice of today's hearing was  
published in The Mining Journal, The Grand Rapids Press,  
and The Oakland Press, and the docket reflects proof of  
publication.  As the Commission's May 19, 2020 Order  
establishing this proceeding indicated, although this

prehearing was scheduled as an in-person hearing, all  
interested persons were put on notice that they should  
monitor this docket prior to the public hearing for any  
potential changes in the format of the hearing.  And on  
July 1, 2020, a notice was posted in this docket  
converting the hearing to this video and telephone  
format, and providing the video link and call-in number.  
And the notice and the proof of service of that notice  
are also in the e-docket.  
This hearing is legislative in nature.  
It is an opportunity for people to comment on the  
proposed rules governing the obligation of providers of  
basic local exchange service that cease to provide.  
Written comments will also be accepted through July 28,  
2020.  
Ms. Stephens is here, as are certain  
Staff members from the Michigan Public Service  
Commission.  And if anybody here does have any questions  
regarding these rules, Ms. Stephens will make sure that  
you can get in touch with a Staff member who can answer  
your questions.  
So without further ado, I know we have
