JUDGE THOITS: Good morning. This is a  
proceeding before the Michigan Public Service Commission  
regarding the proposed re-adoption of rules governing  
unbundled network elements and local interconnection  
services. This is Case No. U-21078, which is titled: In  
the matter, on the Commission's own motion, to re-adopt  
rules required by MCL 484.2202(1)(c)(ii).

My name is Jon Thoits, I'm the  
Administrative Law Judge assigned to this contested case,  
and today I will be assisting in the taking of public  
comments regarding the proposed rules.  
This public hearing is being held  
virtually via Microsoft Teams. In addition to having the  
opportunity to comment here today, any person may submit  
written comments regarding the proposed rules; the  
instructions and directions regarding that are set forth  
in the Commission's September 9, 2021, order in this  
case.  
As indicated, the Public Service  
Commission is considering re-adoption of these rules,  
which are located at Michigan Administrative Code

R 484.71 to 484.75. These rules specify the minimum  
quality standards for provision of unbundled network

elements and local interconnection services applicable to  
incumbent local exchange carriers interconnecting with  
competitive local exchange carriers to enable efficient  
competition in the marketplace in the provision of basic  
local exchange service. As indicated, the Commission  
proposes to re-adopt the current rules with some minor  
changes, which will be effective April 19 of 2022.

make comments regarding the proposed rules?  
All right. Hearing none, we will wait  
for a while to see if anyone wishes to offer public  
comment at this time; however, I note that we got started  
at 12 after, so probably wait 10 minutes or so, and while  
we're waiting, we can go off the record. Thank you.

comment regarding the proposed rules proposed to be

my screen I do not see that there are any other

outside of LARA and our court reporter, and noting that  
it's now 9:31, this public hearing was scheduled to start  
at 9:00, started shortly thereafter, but the Teams  
meeting started before 9:00, and we haven't had anyone  
who has appeared and wished to offer comments, and since  
it's virtual, we aren't looking at a situation of people  
maybe struggling to get to the location of a public  
hearing or anything like that, so given that and given  
what I understand is the history with public hearings  
regarding technical rule changes such as this, that  
there's very rarely, if any, public comment, I'm going to  
conclude that there is not any that will be offered  
today, and so we are off the record. Thank you, Lori.
