the proposed re-promulgation of rules governing basic  
local exchange service customer migration. This is Case  
No. U-21079, titled: In the matter, on the Commission's  
own motion, to promulgate rules required by  
MCL 484.2202(1)(c)(iii).

My name is Jon Thoits, I am the  
Administrative Law Judge assigned to this contested case,  
and I will be assisting with the taking of public comment  
regarding the proposed rules.  
This public hearing is being held  
virtually via Microsoft Teams. In addition, I would note  
that any person may submit written comments regarding the  
proposed rules; the instructions for doing so are set  
forth in the Commission's September 9, 2021, order in  
this matter, again, Case No. U-21079.  
As indicated, the Public Service  
Commission is considering the re-promulgation of rules  
governing basic local exchange service customer  
migration, which rules are located at Michigan

Administrative Code R 484.81 to R 484.90. Generally  
these rules are designed to streamline the processes and  
provide guidelines for providers of basic local exchange  
service when transferring an end user from one provider  
to another. The proposed rules contain only minimal  
stylistic changes, and are proposed to take effect on  
June 17, 2022.
