public hearing on the proposed administrative rules  
entitled "Nursing - General Rules" and "Pharmacy -  
Controlled Substances". The hearing is being conducted  
under the authority of the Administrative Procedures Act,  
Public Act 306 of 1969.

This hearing is being called to order at  
9:00 a.m. on October 16, 2023, at the Ottawa Building,  
Upper Level Conference Center, Room 3, located at 611  
West Ottawa Street in Lansing, Michigan. The notice of  
public hearing was published in the Grand Rapids Press  
and the Flint Journal on September 21, 2023, and the  
Marquette Mining Journal on September 23, 2023, as well  
as the Michigan Register, Issue #18-2023, published on  
October 15, 2023.  
My name is Jennifer Shaltry, and I'm a  
Departmental Specialist for the Bureau of Professional  
Licensing in the Department of Licensing and Regulatory  
Affairs. I will be facilitating the hearing today.

Administrative Procedures Act, the public hearing is an  
opportunity for the public to present data, views,  
questions, and arguments in regard to the proposed rules.  
The Michigan Boards of Nursing and

Pharmacy will use the testimony and documents presented  
at this hearing to determine if any changes should be  
made to the proposed rules before they are adopted. If  
you have comments, please make sure they relate directly  
to the proposed rules. If you have questions regarding  
the rules, please submit your questions as part of your  
testimony for the Department's review. If you have  
suggested changes to the proposed rule, please include  
the specific questions why the changes would be in the  
public interest.

identify yourself by name and organization, if any, that  
you may be speaking for today. You may use the cards
