Ditschman and I am an analyst for the Bureau of  
Professional Licensing in the Department of Licensing and  
Regulatory Affairs, and I will be conducting the hearing  
today.

This is a public hearing on four proposed  
administrative rule sets entitled "Athletic Trainers -  
General Rules, Nursing Home Administrators - General  
Rules, Real Estate Appraisers - General Rules, and  
Respiratory Care - General Rules." We are conducting the  
hearing as required by the Administrative Procedures Act  
to allow the public to comment on the proposed changes to  
these rule sets. As with all other public hearings on  
draft rule sets, the only items discussed during the  
hearing will be the proposed changes to the rule sets.  
The hearing is not to cover questions or discussions on  
any other issues.  
We're calling this hearing to order at  
9:00 a.m. on November 23, 2020, via Zoom to comply with  
statutorily required measures designed to help prevent  
the spread of Coronavirus Disease 2019, known as

COVID-19. The notice of public hearing was published in  
three newspapers of general circulation: The Grand  
Rapids Press and the Flint Journal on September 5, 2020,  
and the Mining Journal on September 6, 2020, as well as  
the Michigan Register, Issue #16-2020, published on  
November 15, 2020.

All comments should relate directly to

the proposed rules. If you have questions about the  
rules, you may place your comments on the record and the  
Department will review and consider them. If you have  
suggested changes to the proposed rules, please include  
the specific reasons why the changes would be in the  
public interest.

We will take comments on each rule set in  
the following order: Athletic Trainers - General Rules,  
Nursing Home Administrators - General Rules, Real Estate  
Appraisers - General Rules, and Respiratory Care -  
General Rules. The comments will be heard in the  
following manner:  
For those using the Video Conference Portion, those  
not calling on the telephone, please use the "Raise Your  
Hand" feature in Zoom. I will call on individuals to  
speak, and they will be unmuted at that time.

ALICIA WAFER: Thank you. I am Alicia  
Wafer, a Respiratory Therapist II Director at Henry Ford  
Hospital. My comment is related to a recent rule change  
for 2020 where if a therapist allows their license to  
lapse for greater than two years, they are being required  
to go back and take their boards again, which is not  
something that our national board requires if you have  
been grandfathered in, and so if you were a registered  
respiratory therapist before 20 -- 2004, you are  
grandfathered in to maintain your credentials. And with  
our time of unprecedented crisis right now, we need all  
hands on deck. We have one individual in particular  
who's been trying to get his licensed re-upped because he  
let it expire I believe in 2013, although he stayed on  
the periphery of the field, it would be awesome to be  
able to allow people like that to come in and help. So  
that's my request.

respiratory therapist, and I noticed in these proposals  
there's a telehealth medicine component. I currently  
work in outpatient pulmonary rehab, and there is

currently no process for providing services to our  
patients in need via telehealth, and I was just  
interested in pursuing that further in terms of, you

know, billing reimbursement in preparation for -- we had  
to close our program this past spring for five months,  
and I saw the telehealth component and wondering if there  
was an opportunity within that realm for our patients.
