record. Good morning and welcome. We are opening the  
record of a public hearing in Michigan Public Service  
Commission, Case No. U-21368, entitled In the matter, on  
the Commission's own motion, to re-promulgate rules  
required by MCL 484.2202(1)(c)(iv). This is the date and  
time designated by the Commission for a public hearing to  
solicit comments on the proposed rules. This public  
hearing is being held in person at the Commission's  
Lansing office. The Commission's address was included in  
the notice of hearing. The Commission's publicly  
available docket for this case shows that the notice of  
this hearing was published in the Mining Journal and the  
Oakland Press on July 17, 2023, and in the Grand Rapids  
Press on July 18, 2023.

Feldman, I'm an Administrative Law Judge with the  
Michigan Office of Administrative Hearings and Rules; and
