JUDGE WALLACE: Good afternoon,

everybody. We're opening a record here. This is a  
public hearing on the amendment to the Administrative  
Rules titled Electric Supply and Communication Lines and  
Associated Equipment, to update Rule 460.813 to adopt by  
reference the most current version of the National  
Electrical Safety Code, being the 2023 edition. This  
hearing is being conducted in conformance with the  
provisions of the Administrative Procedure Act of 1969,  
1969 PA 306, on behalf of the Department of Licensing and  
Regulatory Affairs, Michigan Public Service Commission.  
This hearing is being called to order at 1:03 p.m. on  
September 18, 2024, at the offices of the Michigan Public  
Service Commission in Lansing, Michigan. This hearing  
was published in three newspapers of general circulation,  
as well as the Michigan Register, Issue No. 17, which was  
published on September 1, 2024. My name is Sally  
Wallace, and I will be facilitating the hearing today.
