1:00 PM Krista Ried: It is 1 O’clock, so I’ll get started. My name is Krista Ried, I am the  
manager of the professional educator certification services unit within the Office of  
Educator Excellence. Along with my colleagues we will conduct today’s public hearing.  
This is a public hearing on proposed administrative rules, school administrator certification  
code administrative rules, Rule Set 2025-37 ED. This public hearing is conducted as  
required by the administrative procedures act to allow the public to comment on proposed  
changes to this rule set. As with all other public hearings on draft rule sets, the only items  
to be heard during this hearing will be proposed changes to the school administration  
certification. This hearing will not cover any questions or discussions other than those  
issues. If you have questions about the proposed rule changes to other rule sets or other  
general certification questions, please contact the MDE OEE support team at 517-241-  
5000 or MDE-EducatorHelp@Michigan.gov. We are calling this hearing to order at 1:01 PM  
on December 2nd 2025, via zoom. Notice of this hearing was published on December 1st,  
2025 in Issue 21 of the Michigan Register, in addition to three newspapers in general  
circulation including the Oakland Press, Grand Rapids Press, and Marquette Mining  
Journal. All comments should relate directly to the proposed rules. Before you comment,  
please indicate which portion of the rule set you are speaking on. If you have suggested  
changes to the proposed rules, please include the specific reasons why the changes would  
be in public interest. Copies of both proposed rule changes are available outside of the  
library forum on the table. For those wishing to make a comment in person, please indicate  
this on the signup sheet outside this room. Individuals will be called upon based on the  
order of the signup. For those using the video conference portion of the Zoom, please use  
the raise your hand feature at the bottom of your screen. You can also use the following  
shortcuts which we will put in the chat. We will unmute you and allow you to turn your  
camera on. If you prefer we will accept comments added to the chat. The comments in the  
chat will be saved into a transcript as part of the public comment record. Please note we  
will not respond to questions or comments submitted via the chat. For participants  
accessing today’s public hearing by telephone, the opportunity for comment will be made  
after the video participants have finished. I will call on individuals to speak, and they will  
be unmuted at that time. When you speak, please identify yourself and the organization you  
represent, so the information is transcribed into the hearing report. We will limit comments  
to three minutes per person. If you have a comment on the School Administrator  
Certification Code Administrative Rules but do not wish to speak, the Office of Educator

1:08 Tanya Duffy: Ok, so my Question is about the school administrator examination, am I  
reading correctly that there would be an examination not only required for the initial  
certificate or endorsement, but for subsequent renewals as well.  
1:09 Krista Ried: No, that is only for initial, it aligns to teacher certification requirements.  
1:10 Tanya Duffy: Ok, so on the summary, it says under renewal of school administrator  
certificate, it says addition of a paid school administrator certification examination  
requirement, when I am looking on the summary.  
It may be an error on the summary, but it is not in rules that way, no, not for the purpose of  
renewal, only for initial certification.  
1:10 Tanya Duffy: Ok, ok, thank you.  
1:10 Tanya Duffy: I had another question, so, uh did you want me to cite the rule like 3?  
1:11 Krista Ried: I may not be able to answer questions, this technically is not a question  
and answer session  
1:11 Tanya Duffy: Well what it is then?  
1:11 Krista Ried: Um, we have you email questions to our MDE Education address, but I do  
want to make sure we are not perpetuating any misunderstandings as well. So, the  
opportunity to um provide correction or clarification is one of those challenges with a  
public hearing. So I can try to answer your questions. It isn’t my work specifically. Um.  
1:11 Tanya Duffy: Ok.  
1:11 Krista Ried: I may not be able to, um, so forgive me if I cannot. Go ahead with your  
comment or question.  
1: 12 Tanya Duffy: Ok, well uh I apologize then, I misunderstood then, I thought that this  
was what this is for. What’s this hearing for then.  
1:12 Krista Ried: The hearing is to provide a space and a place for anyone to provide  
feedback and comment on Administrative Rule changes  
1:12 Tanya Duffy: So we’re just supposed to comment, not ask a question.  
1:12 Krista Ried: Yeah, that um, the rules have been, the draft rules are provided in advance  
of this so that any questions you may have can be asked prior to this session.  
1:12 Tanya: So if I, so my comment might be that I disagree that there should be a..  
examination required for administrators prior to certification, so I would just go on record  
saying that I disagree with that  
1:12 Krista Ried: Correct, that would be a comment that you disagree with the way the rules  
are written  
1:12 Tanya Duffy: Gotcha  
1:12 Krista Ried: Clarifying that it wasn’t for renewal felt pretty vital to me. I didn’t want you  
to leave without um  
1:13 Tanya Duffy: It does say that in the summary for sure, um, ok.  
1:14 Krista Ried: Thank you for that opportunity to clarify.
