WESTON MacINTOSH:  My name is Weston  
MacIntosh.  I am an analyst for the Bureau of  
Professional Licensing, Department of Licensing and  
Regulatory Affairs, and I will be conducting the hearing  
today.  
This is a public hearing on proposed  
administrative rules entitled "Genetic Counseling -  
General Rules, "Medicine - General Rules", and  
"Osteopathic Medicine and Surgery - General Rules".  We  
are conducting this hearing as required by the  
Administrative Procedures Act to allow the public to  
comment on proposed changes to these rule sets.  As with  
all other public hearings on draft rule sets, the only  
items discussed during this hearing will be proposed  
changes to the rule sets.  This hearing will not be  
covering any questions or discussions on any other  
issues.  
We are calling this hearing to order at  
1:00 o'clock p.m. on September 21, 2020, via Zoom under  
Executive Order 2020-154 in response to the COVID-19  
pandemic.  The notice of public hearing was published in

three newspapers of general circulation, the Grand Rapids  
Press and the Flint Journal on September 6, 2020, the  
Mining Journal on September 8, 2020, as well as the  
Michigan Register, Issue No. 16, published on  
September 15, 2020.  
All comments should relate directly to  
the proposed rules.  If you have questions about the  
rules, you may place your comments on the record and the  
Department will review and consider them.  If you have  
suggested changes to the proposed rules, please include  
the specific reasons why the changes would be in the  
public interest.  
We will take comments in the following  
manner:  For those using the Video Conference portion,  
not calling on the telephone, please use the Raise Your  
Hand feature in Zoom, and I will call on individuals to  
speak and they will be unmuted at that time.  
For participants that are available only  
by telephone, we will ask if you wish to comment after  
the video participants have finished.  
If you have a comment but do not wish to  
speak, please note that the Department will also accept  
written statements emailed or postmarked to  
BPL-BoardSupport@Michigan.gov until 5:00 o'clock today.

slowly say and spell your name and advise if you are  
speaking on behalf of an organization.  We will limit  
comments to three minutes per person.  Please remember  
that only one person should speak at a time.  
The Department staff from the Bureau of  
Professional Licensing includes myself, Kerry Pryzbylo,  
and Stephanie Wiacek.  
We will include the comments by rule sets  
so we can group the comments together.  The first rule  
set that we will take comments for is Genetic Counseling  
- General Rules.  Is there anyone who wishes to speak?  
And again if you are on Zoom, you can Raise Your Hand in  
the Participants tab.  If you are on the phone, the  
telephone, I need you to hit *6.  (No response.)  
O.K.  I'm not seeing any hands for  
Genetic Counseling.  So the second rule set that we'll  
move on to is taking comments for the Medicine - General  
Rules.  It there anyone who wishes to speak on the  
Medicine - General Rules?  (No response.)  
I'm not seeing any hands.  So the third  
set that we'll take comments for is Osteopathic Medicine  
and Surgery - General Rules.  Is there anyone who wishes  
to speak?  (No response.)  
O.K.  Seeing there is no one who wishes  
to speak at this time, we'll take a short recess.

speaking.  We will recess until someone signs in and  
wishes to make a comment.  And we'll hold the hearing  
open for another 15 minutes.  And if there are no  
comments then, we will close the hearing at the 15-minute  
mark.  So that would be about 1:20 at this point, that
